New Inspection Regime, while simple in concept, is technical. It seeks to enhance the privacy rights of officers by restricting internal and external searches at the Companies Registry of the residential and full identity document information of officers. As the Companies Registry is undergoing an IT revamp, the regime needed to be implemented over three phases, namely, internally, for new filings, and ultimately to allow for withholding applications. This phased approach resulted in legislation that was technical.
To assist Members, the speaker has drafted two guidance notes, and this lecture is intended to help go through (1) the major part of the legislation, and (2) the issues identified by the speaker as set out under the guidance notes.
The speaker expresses gratitude to Ms Edith Shih FCG(CS, CGP) HKFCG(CS, CGP)(PE), Immediate Past International President, CGI and Past President, HKCGI; Executive Director and Company Secretary, CK Hutchison Holdings Ltd, Past International President, who contributed an earlier lecture, prior to implementation regime, with her interns, Mr Adrian Au, University of Hong Kong; Mr Sean Lee, Columbia University; Ms Annabel Loke, Bryn Mawr College; and Mr Ruodong Wu, Metropolitan University of Hong Kong, and also the drafting of the guidance notes.
