Transfer of Membership
The Hong Kong Chartered Governance Institute (“HKCGI” or “the Institute”) is the China Division of The Chartered Governance Institute (“CGI”).
Members of CGI (i.e. Fellows and Associates) can apply for transferring their membership across nine divisions provided that they are ordinarily resident in that divisional territory.
The nine divisions are set out below:
- China (including Hong Kong and Macau)
- New Zealand
- Southern Africa
- United Kingdom
Only membership of CGI (i.e. the designation of FCG or ACG) is transferrable across divisions. CGI does not permit members to hold membership under the register of more than one division. Members who wish to transfer membership to other divisions must relinquish their membership from the original division.
Membership Transfer from other divisions of CGI to China Division (i.e. HKCGI)
Members of other divisions of CGI who wish to transfer their membership to the Institute must be ordinarily resident in the China divisional territory, including Hong Kong, China, Taiwan and Macau. They are advised to submit application to their existing division and request the division to provide necessary information to the Institute for handling the transfer. The Institute may also request applicants to provide additional information in supporting their applications.
Once the transfer is confirmed by both divisions and completed, the transferred members will be regarded as Internationally Qualified Members of the Institute and only have the designation of FCG or ACG.
Membership Transfer from China Division to other divisions of CGI
If Institute members are leaving China divisional territory and become ordinarily resident in other divisional territory, they can apply to transfer their membership of CGI to an appropriate division. Applicants are advised to submit application and must provide necessary information to the Institute for handling the transfer.
Once the transfer is confirmed by both divisions and completed, the transferred members will cease to be Ordinary Members of the Institute.
Ordinary Member and Internationally Qualified Member of the Institute
Ordinary Members: An individual shall be a Fellow or an Associate of CGI who is ordinarily resident in the China divisional territory. He shall satisfy the Council that he is a fit and proper person to become a Fellow or an Associate. He shall have passed the Local Examinations or Additional Requirements of the Institute except in so far as he may have been exempted on educational grounds under the rules made by the Council subject to Institute’s Article 9. Ordinary Members are entitled to use CGI’s designations of FCG or ACG and the Institute’s designations of FCS or ACS.
Designation of Ordinary Member (Fellow): FCG FCS
Designation of Ordinary Member (Associate): ACG ACS
Internationally Qualified Members: An individual who has been elected a Fellow or Associate of CGI otherwise than by passing either the Local Examinations or Additional Requirements but has thereafter become ordinarily resident in the China divisional territory shall, upon application to the Institute, be admitted as an Internationally Qualified Membership and entitled to maintain that membership for such period as he remains ordinarily resident in the China divisional territory.
An Internationally Qualified Members are entitled to use CGI’s designations of FCG or ACG. He can be elected to Ordinary Member upon passing the Membership Transfer Test or meeting the Additional Requirements as set by the Membership Committee.
Cessation of Residence
Where an Ordinary Member lapses to be ordinarily resident in the China divisional territory and transferred his membership to other divisions of CGI, his name shall be removed from the register of the Institute.
If the member returns to the China divisional territory and transfers his membership back to the Institute within five years, he shall then be entitled to resume his membership as Ordinary Member without being required to undertake Local Examinations or Additional Requirements.
However, if the member returns to the China divisional territory and transfers his membership back to the Institute for a period longer than five years, he shall then only be admitted as an Internationally Qualified Member. He can apply for re-election to Ordinary Membership by satisfying Additional Requirements stated below.
Election/Re-election to Ordinary Membership
If an Internationally Qualified Member wish to obtain/ re-instate his Ordinary Membership by satisfying Additional Requirements, he is required to submit an application and provide necessary information for the Membership Committee’s consideration.
After consideration and if appropriate, the Membership Committee shall endorse applicant to proceed with his application by satisfying Additional Requirements as set out below:
- To gain 15 Enhance CPD points within 12 months as set by the Membership Committee; or
- To fulfil other requirements as set by the Membership Committee.
